1) The DOE is requested to explain how it confirmed the monitoring plan is in line with the methodology, as it does not include monitoring of parameter BSCRy (Cumulative bus units retired as a result of the project in year y) which is required by the methodology (parameter table 25). Furthermore, the DOE is also requested to explain how the recalculated values of parameter BSCRy, which are only mentioned in the verification report, comply with the provision of the methodology, as the values are estimates based on number of articulate buses in operation, rather than actual number of retired buses. It is also observed that the PDD has indicated that no buses are scrapped. Please refer to VVS for project activities (version 01.0), paragraphs 360 and 363.. 2) The DOE is requested to explain how it verified the calculation of leakage emissions from reduced congestion in year y (LECONG,y), in particular: (a) When determining parameter ARSy (Additional road space available in year y): The use of values of not-monitored parameter RSy (Total available road space due to the project in year y) from the PDD which were based on plan to implement four lanes, whereas there are already five lanes until the end of this monitoring period. It is observed that even though the DOE has provided ex-post values of parameter RSy, the values mentioned in the PDD are not changed. Also in light of this concern, the DOE shall substantiate how values of RSy in the PDD will still be applicable in the future with the proposed provision under PRC that trunk, support as well as feeder line locations, distances and routings might still change; (b) With the concern on BSCRy, how the values of parameter ARSy, stated only in the verification report, are credible; (c) In light of concerns above, how the calculation of LECONG,y is correct.
