1) The applied methodology requires that all possible baseline scenario alternatives should be evaluated as per the list of manure management systems from the 2006 IPCC Guidelines for National Greenhouse Gases Inventories (Chapter 10, Table 10.17). This list also includes anaerobic digester however, the PDD does not include anaerobic digester in the list of possible baseline scenarios discussed under section B.4 of the PDD. The PP / DOE shall clarify why anaerobic digester was not evaluated as potential baseline scenario. Please refer to VVM paragraph 83.. 2) The swine farms have been newly implemented along with the activated sludge treatment systems. There were no anaerobic lagoons operational in the baseline scenario. The applied methodology on page 2 states: "This methodology is applicable generally to manure management on livestock farms where the existing anaerobic manure treatment system, within the project boundary, is replaced by one or a combination of more than one animal waste management (AWMSs) that result in less GHG emissions." There were no anaerobic lagoons existing in the baseline scenario as swine farms have been implemented along with activated sludge treatment systems. The DOE shall clarify as to how it has validated that the project activity is applicable when the methodology requires replacement of existing anaerobic manure treatment systems with project AWMS.
