Please indicate reasons for the request for review
1) The DOE is requested to further substaniate how the monitoring of quantity of diesel combusted complies with the "Tool to calculate project or leakage CO2 emissions from fossil fuel combustion” version 2, as the tool does not prescribe the use of measuring jars. Furthermore, as the monitoring practice is deviating from the Tool, why request for deviation was not requested. Please refer to VVS version 03.0 paragraphs 229 and 251. 2) The DOE is requested to further substantiate how the monitoring has been conducted in line with the monitoring plan, in particular: (a) the weighing scale being purchase every year and used only for one year, as the weighing scale for Kiln Kapita Auto Bricks Ltd. was purchased on 04/08/2011, but the plant was operating until 31/08/2012. Furthermore, as new weighing scale is purchased every year, instead of calibrating the scale, why FAR is not raised to correct the monitoring plan in order to be in line with the actual practice; (b) how the DOE verified the sampling of the Daily Mean Weight of HHK bricks for each kiln in line with paragraphs 21-26 of EB65 Annex 2. Please refer to VVS version 03.0 paragraphs 223 and 234(c), EB65 Annex 2 paragraphs 21-26.
