Incompetence
Please indicate reasons for the request for review
1) The PP and the DOE have reported a temporary deviation (section B.2.1, Monitoring Report and section 4.1 Verification Report) related to two parameters (FVdigester,h and FVflare,h) during the period 01/03/2014 – 13/06/2014. The PP has accounted for this deviation by using the opening and closing values of actual flow readings taken at the flow meter’s display which were recorded manually by the biogas plant operator once in 4 hours (6 records a day). However, the CDM project standard, version 9.0, appendix I, paragraph 2, requires that prior approval by the Board for temporary deviation is not required, only  if the PP reports the relevant parameters as zero for the parameters used for calculating the baseline emissions. The DOE shall clarify how it has confirmed the compliance with the requirements of  CDM project standard, version 9.0, appendix I, paragraph 2.  Please refer to CDM Project Standard, version 9.0, appendix I, paragraph 2.
