1. The DOE is requested to further justify the suitability of the project starting date which is the purchase order placement, less than two month before the commissioning of the wind farm, in particular to explain how it has confirmed that there was no earlier commitment by the project participant. In doing so, please refer to VVM version 1.1 paragraphs 99 and 102. 2. The DOE is requested to clarify how it has validated the input values to the equity IRR calculation, in particular: a) to explain why the total investment cost of INR 128.59 million in the purchase order (10 January 2006), which was available at the time of the investment decision (10 January 2006, project starting date), was not applied; and b) to clarify the inconsistency in the value of the annual O&M costs; the O&M cost validated is INR 1.9 million (page 15, validation report) while the PDD and the spreadsheet indicates 2.5 million (2.2 million maintenance cost and 0.3 million insurance cost, PDD page 22 and appendix 3). In doing so, please refer to VVM version 1.1 paragraph 110. For the investment cost, also refer to paragraph 6 of EB 51 annex 58. 3. The DOE is requested to further substantiate how it has validated the suitability of the power purchase price, in particular, to explain how it considers it reasonable for the power purchase price to remain the same over the project lifetime while the O&M costs escalates by 7% per annum. In doing so, please refer to VVM version 1.1 paragraph 110. |
