1. The DOE is requested to validate the input values used to calculate the project IRR; in particular: i) total static investment breakdown, including the gas transportation system and heat generation equipment, if any; ii) auxiliary materials (288x10kRMB); iii) sales expenses (18x10kRMB); and iv) a re-investment (1776x10k RMB) in the year 16 considering that the lifetime of the plant is 19 years (PDD page 17). In doing so please refer to the VVM ver. 1.1, paragraphs 110 and 112 c. 2. The DOE is requested to confirm if all applicable government subsidies have been considered such as tax exemptions (income tax holiday) and VAT refunds in line with VVM ver. 1.1 paragraph 112 c. 3. The DOE shall further confirm whether the CMM gas was used in the baseline for heat generation. In doing so please refer to the VVM ver. 1.1 paragraph 86 c. 4. The DOE is requested to further justify the elimination of the baseline alternatives that are facing prohibitive barriers, in particular, for CMM flaring, additional captive power plant and heat energy generation considering that it is not clear: (a) what exactly the publications on VAM utilization contain as the validation report only refers to the sources and the links provided are in Chinese; (b) how the current enforcement of the national regulation to utilize CMM gas is considered; (c) what exactly are the current standards applied (such as CMM concentration) to produce captive electricity/heat and to sell gas to the pipeline; and (d) how the heat being generated (40,000 GJ) follows those standards. In doing so, refer to steps 4 and 5, section II Baseline methodology procedure, ACM 0008 ver.5 and VVM ver. 1.1 paragraphs 86.d and 117. |
