Please indicate reasons for the request for review
1) The monitoring plan (page 48 of the PDD) specifies that “the measuring instruments will be calibrated by the manufacturers‟ representatives on a manufacturer recommendation basis.” However, the verification report page 11 indicates that “the flowmeters second calibrations for all sites were performed by Brascarbon technicians. Although they are trained to do this calibration, no calibration certificate was issued, and Brascarbon is not accredited. Since the laboratory was not accredited at the time of the calibration, a 5% discount to the biogas volume was applied for the whole monitoring period.” The DOE is requested to clarify how it assessed that the 2nd calibration of the biogas flowmeters is in line with the monitoring plan, and to substantiate how it assessed that the application of the error (5%) is in line with VVS v04, paragraph 238 (a), or why it has not requested the project participants to conduct the required calibration in accordance with VVS v04, paragraph 240. Please refer to VVS version 04, paragraphs 238 (a) and 240.
