1.The DOE is requested to further substantiate the suitability of: a) the total investment costs, including an explanation on whether the cost incurred to improve the drainage system for safety reasons is included in the total investment cost; b) each component of the O&M costs, in particular, the material cost and the other O&M expenditures; d) the electricity tariff and the VAT rate; e) the amount of heat displaced and the heat tariff. In doing so please refer to VVM version 1.1 paragraphs 110 and 112 c. 2.The DOE is requested to confirm if all applicable government subsidies have been considered such as tax exemptions (income tax holiday) and VAT refunds in line with VVM version 1.1 paragraph 112 c. 3.The DOE is requested to further justify the determination of the baseline scenario, in particular, to which extent the regulation to utilise CMM, which is in force since January 2010, is ineffective. In doing so, please refer to VVM version 1.1 paragraphs 11 and 83. 4.The DOE is requested to further justify how it validated elimination of captive power generation from CMM from the alternative scenarios, in line with VVM version 1.1 paragraph 82, as it is not clear what the safety regulations refers to in terms of the captive power generation and whether the regulation prohibiting the captive power generation applies to CMM-fired generators. In doing so, please provide the exact requirements by the regulations referred to for the elimination and the detailed information on the on-site electricity demand. 5.Amount of pre-mining and post-mining CMM drained and utilised should be monitored separately in line with page 41-42 of ACM 0008 version 6. |
