1. The DOE is requested to confirm if all applicable government subsidies have been considered, such as tax exemptions as income tax holiday, in line with VVM version 1.1 paragraph 112 c. 2. The DOE is requested to further validate the IRR input values, in particular the O&M costs in line with VVM version 1.1 paragraph 112c considering that (a) the validation report (pages 22 & 27) assumes a O&M to investment of 12.8% while the IRR spreadsheet uses 23%; (b) the validation report focuses on CMM price and payroll expenses while the equipment maintenance fee and miscellaneous costs have not been validated; and (c) the O&M costs includes grid backup fee while the project owner/participant is an independent power producer. 3. The DOE is requested to further justify the CMM price applied in the IRR calculation; providing evidence and a validation opinion as per VVM version 1.1 paragraph 112c. 4. The DOE is requested to further validate the suitability of the applied grid electricity tariff as the PPA was signed (August 2008) after the investment decision was made (March 2007) and it is not clear how the grid tariff is lower than the tariff for the coal mine. In doing so please refer to EB51 Annex 58 paragraph 6. 5. The DOE is requested to explain how it has validated the amount of CMM utilized for heating and cooking in the baseline and the amount of CMM to be utilized by the project activity in line with VVM ver. 1.1 paragraph 83. 6. The DOE is requested to justify the elimination of the baseline alternatives that are facing prohibitive barriers, in particular the CMM flaring and heat generation considering that it is not clear: (a) why flaring is considered a prohibitive barrier while many CMM projects have flare facilities, and (b) why there is no additional heat demand in the region. In doing so please refer to baseline methodology procedure, ACM0008 version 6 steps 4 and 5 (pages 7 and 8). |
