1. The investment analysis shall be conducted using either nominal or real values as inputs, in particular, electricity tariff and annual O&M cost. 2. The DOE shall further justify the suitability of the input values to the investment analysis in line with the paragraph 111 (c) of VVM v1, in particular, total investment, assumed PLF, repayment of principal/interest, and why avoided cost due to the capacity/demand charge has not been considered as savings in the project activity, if any. Further the DOE shall clarify how the input values to the investment analysis have been considered suitable compared with similar projects in the region given that there are no similar projects as per the common practice analysis. 3. The DOE shall clarify the difference between the non slurry and other cement production processes. In doing so, the DOE shall substantiate why WHR based power plants developed in the other cement production plants have been excluded while conducting the common practice analysis in line with paragraphs 118 and 119 of VVM v1. 4. The DOE shall justify how it is considered that the continue venting and electricity import from the grid is the most economically attractive alternative as per step 3 of AM0024 v2.1. 5. The PP and the DOE shall further substantiate the availability of the waste heat to the project activity in line with AM0024 v2.1. For both the baseline and the project activity, the PP/DOE should provide the detail information on: (i) waste heat consumed and vented to the atmosphere by each clinker production line; and (ii) specific fuel consumption of each clinker production line per unit output of clinker. Further the DOE shall substantiate the correlation between the available waste heat and maximum possible power output by each clinker production line. 6. The monitoring plan shall include monitoring of Oxidation ratio of fuel used in Clinker Production and waste heat used within cement work in each clinker production line in accordance with the AM0024 v2.1. |
