1. The DOE shall further explain how it has validated the investment analysis in line with the paragraph 109 (a) and 111 (c) of VVM v1.1,in particular: ( i) the assumed PLF (EB48 Annex 11); (ii) why the interest payment was not included in the income tax calculation (EB 51, Annex 58 Para 11); (iii) why avoided cost, if any, due to the import/demand charge has not been considered as savings in the project activity; (iv) sub-components of the O&M cost including repair costs and (v) income tax from first year of operation. 2. The DOE is requested to further validate the common practice analysis, in particular the essential difference between the project activity and other coke plants in line with paragraph 118 (b) of the VVM v.1.1 3. The PDD should include all the monitoring parameters as listed and reported in validation report i.e. measurement of waste gas generation at the semi coke oven battery end and flare during exigencies. |
