The DOE shall clarify how it verified that the monitoring plan and project monitoring are in line with the applied methodology, considering that: i. as per monitoring plan, the manufacture specifications are not taken into consideration while applying a default value of flare efficiency of 90%, and a 50% default value instead of a 0% default value is to be applied when the hourly temperature is below 500ºC; ii. as per emission reductions calculations provided, a 90% default value of flare efficiency is used when the hourly temperature recorded is lower than 500ºC while the methodology indicates that if at any given time the temperature of the flare is below 500ºC, 0% default value should be used for this period, and iii. the flare efficiency has been calculated as FE = (Number of flaring hours when temperature is >=500ºC more than 40 minutes or H(100ºC < temp < 500ºC) less than 20 minutes) / (Total number of flaring hours) * 90%, while this approach is not part of the methodological options for flare efficiency.
