Incompetence
Please indicate reasons for the request for review
1) According to paragraph 205 (a) of the VVM version 1.2, the DOE is required to confirm that the monitoring plan and the applied methodology have been properly implemented and followed by the project participants. It has been observed that there are inconsistencies between the monitoring plan and the monitoring carried out for: a) methane concentration: daily monitoring by the concentration meters, optic and calorific, as per the monitoring plan; and b) Non Methane Hydrocarbon: annual monitoring by the concentration meters, optic and calorific, as per the monitoring plan  for which the actual monitoring conducted are as follows: i) methane concentration: monitored continuously by "Methane concentration sensor"; and ii) Non Methane Hydrocarbon: Annually analyzed by external qualified laboratory. The DOE is requested to clarify how it has verified that the actual monitoring is in compliance with the approved monitoring plan and why it did not issue a FAR to the project participant for revising the monitoring plan to reflect the actual monitoring practice. Please refer to VVM version 1.2 paragraph 205 (a).
