Further clarification shall be provided on how the DOE has verified that: a) the project was fully implemented according to the PDD, which states that the "baseline users, both residential and industrial, will continue to be supplied with CMM" (p.2), and that "electricity will only be generated from excess gas, once these baseload uses have been satisfied" (p.28, 47, 51 of PDD); b) no leakage may have occurred due to the project activity preventing CMM from being used to meet baseline thermal energy demand, considering that the baseline emissions from methane destruction is nil and no leakage need to be accounted for “according to PDD” (p.18 of the Monitoring Report); c) the monitoring plan (MP) is in accordance with the approved methodology whereas the MP does not contain parameters B14 (pre-mining CMM captured, sent to and destroyed) and B16 (post-mining CMM captured, sent to and destroyed) et al. as required by the methodology; d) the measurement of P15 and P25 were accurate and reliable and whether CBM has been used for power generation, noting that there exists significant variations in methane consumption per MWh of electricity generation among different sites especially at Wu Long B site where the supplied amount of methane does not appear to be sufficient to generate the reported quantity of electricity; and e) the monitoring of methane concentrations (P25) is accordance with the applied methodology. |
