Please indicate reasons for the request for review
1) The DOE is requested to further substantiate how it has considered: 1) The delay in implementation not to be a permanent change to the project design, in particular, to further explain: a) conditions required in terms of gas availability for the implementation of the equipment at each site, b) quantitative assessment on the inability to  implement the equipment as planned, c) quantitative assessment of how likely that the gas availability is predicted to be met in the future, and d) how it has assessed it likely the revised schedule to implement the remaining equipment between 2013 and 2015.   2) The impact on additionality which, according to the verification report page 12 "even if no more equipment is stalled, the IRR of the project 5.2% is still below the benchmark, and there is no expected impact on the additionality of the project"; further clarification is required by the DOE on how 5.2% has been calculated. Please refer to VVM version 1.2 paragraph 195..
