Incompetence
Please indicate reasons for the request for review
1) The DOE confirmed that the temperature of the flare has been monitored in the combustion zone (lower part) of the flare as per industry common practice, which varied mostly between 900°C and 1000°C during the monitoring period, while the applied "Tool to determine project emissions from flaring gases containing methane", for the application of a 90% default value of flare efficiency, requires the monitoring of the exhaust gas temperature. The DOE shall explain (1) how it confirmed that the temperature measured in the two flares was adequate for the project activity, and sufficient to determinate the application of a default value of 90% for the flare efficiency during the monitoring period and (2) why a deviation has not been submitted prior to the request for issuance considering that the exhaust gas temperature of the flare has not been monitored by project participant. Please refer to VVM 1.2 Paragraph 208 (a). 2) Based on the issue above, the DOE shall explain whether it confirmed that the use of the 90% default value for flare efficiency has been correctly applied in emission reduction calculations as per applied methodology and "Tool to determine project emissions from flaring gases containing methane". Please refer to VVM 1.2 Paragraph 208 (c).
