The DOE is requested to clarify: 1) how it verified that the default value of 90% flare efficiency applied is in accordance with the requirements from the "Tool to determine project emissions from flaring gases containing methane". 2) how it verified that the calibration of the pressure and temperature meters and flare thermocouple were done at a frequency specified in the monitoring plan.
