Please indicate reasons for the request for review
Clarification is required on:

1. How the DOE verified the determination of the permitted operating conditions, and CLnormal as per the methodology requirements.

2. The PP/DOE has not reported the baseline data and historic data to determine the permitted operating ranges (from the previous five historical campaigns), as per the methodology requirement.

3. Why the NAP(baseline) was 84,823 tones (p.10 monitoring report) but the DOE used reduced NAP(baseline) of 74,094 tones to recalculate baseline emission factor.

4. How the DOE verified the correct application of the overall uncertainty factor (UNC) and the correction factors to the stack gas flow (VSG) and concentration (NCSG) measurements derived from the QAL2 test and the AST, since only one UNC of 2.94%, and only one set of correct factors (0.993/0.988 for NCSG/VSG) were reported while there were one QAL2 test and two AST that have been undertaken.

5. How the DOE verified that in the events when the AMS was down, the lowest between the conservative IPCC (4.5 kg N2O/ton HNO3) or the last measured value has been applied for the baseline emission factor, and the highest measured value has been applied for the calculation of the emission factor of the project campaign, as required by the methodology.

OTHER ISSUES

6. The DOE shall clarify how it verified that the N2O data measured when the plant was operated outside the permitted ranges were correctly eliminated since the verification report (VR) states that “baseline campaign took place under normal operating conditions” (p.16), and that “as in baseline campaign”, the DOE verified “that the operating conditions during the first project campaign corresponding to the normal ranges” (p.25), while the spreadsheet shows that there are periods when the plant was operated outside the permitted ranges (that have not been verified by the DOE).

7. The verification report shall list each parameter required by the monitoring plan and clearly state how the DOE has verified the values in the monitoring reports as per VVM (para.197).
