The DOE shall clarify why it conducted the verification site visit (on 05 November 2009) prior to making the monitoring report publicly available (06 November 2009) whereas paragraph 62 of the ‘Modalities and procedures for a clean development mechanism, as defined in Article 12 of the Kyoto Protocol’ stipulates that the first step in the verification shall be to make the monitoring report publicly available "...the designated operational entity contracted by the project participants to perform verification shall make the monitoring report publicly available, and..."
