OTHER ISSUES: Regarding the NCV of biomass used, the DOE stated (p 9) that “The analysis of fuel being consumed is carried out in internal laboratories on daily basis and from external laboratories, on regular basis, when ever there is a change in source of fuel.” without any references. Further clarification is required on how the DOE verified the NCV of biomass.
