Incompetence
Please indicate reasons for the request for review
1) The actual emission reductions are found to be higher than the ex-ante calculation of the registered CDM-PDD due to decreased specific energy consumption which is due to the varying geological composition of the ore. The DOE is required to further substantiate how the implementation of the project has been in accordance with the registered PDD, in particular: (a) considering the actual energy consumption the actual energy consumption being lower than the estimation; (b) how the actual composition of the ore contributing to a lower specific energy consumption. In doing so, the DOE shall also show how the composition of the ore during this monitoring period was different with the composition of the ore when the baseline energy consumption was estimated; (c) given the varying composition of the ore, whether the total achieved emission reductions would have not occurred in the absence of the project activity, considering that the decreased specific energy consumption would have also occurred in the absence of the project activity.
