According to paragraph 204 of the VVM (version 1.2) , the monitoring of GHG emission reduction shall be implemented in accordance with the monitoring plan contained in the registered PDD. Section B.2 of the Registered PDD states that the emission factor is calculated ex-ante and is fixed for the crediting period. However, Section D.2.1.3 of the PDD states that the EFOM,Y and EFBM,Y will be calculated “yearly”. The DOE is requested to clarify how it verified that the monitoring has been conducted in accordance with the approved monitoring plan and why it did not raise a FAR to the project participant for revising the monitoring plan to remove the inconsistencies in the PDD.
