OTHER ISSUES: The DOE explains on page 20 of the verification report that CLA0191 has not been taken into account in the verification. CLA0191 should be fully considered in the verification process. In section B.1 of the monitoring report the project participants state that there has not been any replacement or retrofit of any of the key components of the HCFC22 plant after 2004. The project participants and the DOE are requested specify which three years were used to establish the historical waste generation rate w and that no retrofit or replacement other than like-to-like occurred since the start of the three-year historical period to establish the historical waste generation rate w.
