Please indicate reasons for the request for review
1. The DOE shall further clarify how it ensured that a conservative approach was taken where measurements by Transco differ from Scada measurement by Northwind, e.g. the DOE states three values (7,900,508 kWh, 8,131,088 kWh, and 8,612,297 kWh, p.9 of verification report) for 26 December 2007 to 25 January 2008, while the monitoring report (annex 2) states inconsistently 8,494.52 MWh (used in emission reductions calculation, which appears less conservative than two of the above-mentioned values) for the said period. OTHER ISSUE: 2. The DOE shall clarify whether the new substation (Burgos) is connected to the Luzon-Visayas grid.
