Please indicate reasons for the request for review
1. The monitoring report states that the emission reductions are based on the amount of steam generated by the biomass boiler, methane emissions avoided by project and electricity displaced. However, the DOE states in the verification report (p.4 -5) that the electrical energy supplied to the refinery by the biomass plant is not monitored and emissions reductions are based on the amount of steam generated and methane emissions avoided. Clarification by the DOE is required taking into consideration that this issue was raised in the previous request for issuance. 2. The verification report (p 4) stated the completeness of monitoring based on the monitoring plan in the registered PDD (dated 18 April 2006) rather than the revised monitoring plan approved on 17 June 2008. Clarification by the DOE is required.
