1. Clarifications are required on how the DOE verified that the monitoring frequency of the methane content in the exhaust gas used to determine the flare efficiency (i.e. 27/08/2007, 27/11/2007, 14/03/2008 and 03/09/2008) was in line with the monitoring methodology and monitoring plan (i.e. quarterly/monthly if unstable) and whether the values applied to calculate emission reductions are correct. OTHER ISSUES: 2. According to the registered monitoring plan, the amount of LFGTotal, LFGFlares and LFGElectricity were to be measured using mass flow-meters calibrated every 18-24 months (PDD p.58), however the project installed volumetric flow-meters, calibrated every 5-10 years according with the manufacturer specifications. Clarifications are required on how the DOE assessed that the calibration frequency is in line with the monitoring plan.
