1) The DOE is required to explain the reasons for records of gas flow above the maximum capacity of Flare 2 and Flare 3 (1,500 Nm3/h) and the reasons for taking into accout such records on the calculation of ERs (for example, on 26 and 27/04/2009 from Flare 3 and on 10/12/2008, 15/12/2008, 18/12/2008, 30/1/2009, 25/1/2009, 25/1/2009 and 25/1/2009 from Flare 2). Please refer to Paragraph 208 - VVM version 1.2.
