All equipment (except the flow meters) should be recalibrated monthly as per the applicable methodology(page 10): “All of the measurement instruments are to be recalibrated monthly per internationally accepted procedures except for the HFC 23 flow meters whose recalibration frequency is weekly to reduce the error level”. However, the revised monitoring plan (page 19) states that the calibration of the instrument used to measure the purity of the HFC23 waste gas should be calibrated every year and verified every 2 months. Paragraph 200 of the VVM (version 1.2) states that “the DOE shall verify that the validated monitoring plan is in accordance with the approved methodology applied by the proposed CDM project activity.” The DOE is requested to clarify why it did not raise a FAR in the verification report requiring the PP to revise the monitoring plan in order to align it to the applicable methodology before the next issuance request.
