According to the registered PDD the sugar mill retrofitted the cogeneration power plant in order to generate excess electricity to export to the grid using the same quantity of bagasse as before. However, it is observed that the electricity generated in the monitoring period is 105,324 MWh, which is a significant increase from the assumption in the PDD, which states between 40,000-60,000 MWh per annum. This further results in a 62% increase in emission reductions in comparison to the PDD. The DOE is requested to explain how it verified that the project has been operated as per the PDD, and why a notification of change from PDD was not submitted as the increase in electricity generation has been observed over the past 5 years (2003 - 2008).
