1. The monitoring plan states that the grid emission-factor will be calculated annually while the project applied a fixed value for the whole monitoring period and the Verification Report states that this parameter was defined ex-ante. The DOE is required to clarify how it verified the correct approach used to determine the grid emission-factor and the reasons for not submitting a request for revision of the monitoring plan prior to concluding its verification and making its certification decision, according with VVM version 1.2 paragraph 201.

2. According with the methodology, “Possible CO2 emissions resulting from combustion of other fuels than the methane recovered should be accounted as project emissions”. The project correctly accounted for project emissions due to the consumption of diesel oil, however the it is not reflected in the monitoring plan. The DOE is required to clarify how it verified the compliance of the monitoring with the monitoring plan and monitoring methodology and to provide the reasons for not submitting a request for revision of the monitoring plan prior to concluding its verification and making its certification decision, according with VVM version 1.2 paragraph 201.

3. The monitoring report and the verification report state that a gas analyzer has been installed at the blower location, in order to measure the methane content of the LFG. However, the calculation spreadsheet provides 2 columns with values of methane concentration monitored for each of the two flares, which do not match. The DOE is required to clarify the reasons for these differences and how it verified the monitoring of methane concentration in the LFG.
