Incompetence
Please indicate reasons for the request for review
1) The PDD states "The technologies employed are solar water heaters, ceiling boards (9 mm rhino board – gypsum and cardboard) and sisalation (one-sided foil sandwiched fibre), and compact fluorescent lamps." The monitoring report, page 4 states that "the initial modelling used for the PDD was done based upon relatively cheaper technology comprising of 9.5mm RhinoBoard ceiling", however "the actual technology installed is 25mm ISOBoard". The verification report has identified this issue and concluded that "the installed technologies provide at least the same level of service; hence no PRC is necessary" (p.26). The DOE is requested to clarify why it did not address this change in accordance with the Project cycle procedure Appendix 1 or raised a FAR for submitting a PRC during the next issuance request. Please refer to VVS, version 07, paragraph 294 (a).

2) The DOE is requested to substantiate how the monitoring has been conducted in line with the applied monitoring methodology. In particular, note that the AMS.II.C version 5 requires the monitoring of "power and operating hours" of the devices installed and that the PDD states in page 14 that "operating hours will be measured in the sample of 10 households". However, the monitoring report states that an ex-ante value for "operating hours" of 6.8 hours referred in the registered PDD is applied for the calculation of the emission reductions for CFL installation. Please refer to VVS version 7 paragraph 274-277, AMS-II.C version 5 paragraph 8(a).
