1) The DOE is requested to further elaborate how it determined that the efficiency of the gas engine of 38.5%, applied in the request for deviation to determine the methane destroyed in the power plant, ensures that the calculations of GHG emission reductions are conservative considering that: the value applied is in the lower bound value of the range of efficiencies observed for other comparable commercial LFG engine-generator sets, i.e. between 38.1% and 44%; no cross-check was made with the efficiency of engines calculated after the 19 flow-meters were installed on 25/03/2013. Please refer to Paragrah 283 of the VVS-PA version 3.0..
