The DOE shall clarify that how it has verified that project is implemented and operational as described in the PDD considering that a 5.24MW turbine has been implemented instead of 5MW as mentioned in the PDD and it is described as one of the reasons, by the DOE, for 70% increase in the emission reductions in comparison to the estimation in the PDD
