Additional information | |
1) The DOE is requested to further substantiate the start date of the project activity in line with the Glossary of CDM terms, in particular why the date when the letter of credit was acquired was not considered as the start date. In doing so, DOE shall also explain in detail when the letter of credit was issued. Please refer to Glossary of CDM terms.. 2) The DOE needs to further explain how the methodology is applicable for the project activity as the framework agreement in 2002 indicates that the project was initially designed as combined cycle power plant whereas the methodology is for the conversion of single cycle to combined cycle power generation. In doing so, the DOE shall also explain what was revoked in the framework agreement and how it impacted the implementation of the project activity. Please refer to VVM version 01.2 paragraph 68.. 3) The DOE is required to further explain how the calculation of the grid emission factor has been validated, in particular why the calculation of the operating margin considers the low-cost/must-run power plants to be only nuclear, hydro and wind power plants, as per the Validation Report page 61, or only hydro and wind power plants as per the spreadsheet. In doing so, the DOE shall also justify why the other type of power plants such as gas power plants or diesel power plants are not considered as low-cost/must-run, in line with the tool (i.e. Low-cost/must-run resources are defined as power plants with low marginal generation costs or power plants that are dispatched independently of the daily or seasonal load of the grid). Please refer to Tool to calculate the emission factor for an electricity system version 02 footnote 2.. 4) The DOE is required to further explain how it has validated parameters EGOC and FCHIST based on 3 years data only (2008, 2009 and 2010), given that the data for 2011 appear to be available (http://www2.tavanir.org.ir/info/stat89/tafsili/tolid/excel/vahedha.doc).
