1) 1. The DOE shall validate the suitability of input values used in the investment in accordance with para 111 (a) of VVM version 1.2, in particular, the investment cost and the O&M cost given that the DOE has not justified why evidences from a country other than the host country are considered suitable; 2) energy price considering that the DOE has not justified the variation of tariff from 121.8 to 69.2 USD/MWh during 2008- 2018; 3) residual value given that the inflation rate of USA has been used in the calculation. In addition, the DOE shall validate the fixed cost and variable cost used in the financial calculation such as insurance & dispatch center payments and toll cost, D/E ratio, power price and NCRE fee. 2) The DOE is requested to further explain how the sensitivity analys is validated as demonstrated in the PDD, considering that IRR is crossing benchmark at the sensitivity of -10% in investment cost and 10% in plant load factor as per para 111 (e) of VVM version 1.2. 3) The DOE shall further validate the suitability of the internal company benchmark (WACC) in line with para 14 -18 of EB 61 Annex 13. In addition, the DOE is requested to validate the means of validation of all input parameters used in the calculation of benchmark (WACC) in accordance with para 112 a,b & c of VVM version 1.2.
