The monitoring plan (p32) illustrates that “WTGs of other investor” are connected to the outlet of the substation. However, the monitoring report (p.6) shows that “WTGs of other investor” are connected to the inlet of the 33/220kV substation. As a consequence, an apportionment of the transmission loss is used in the calculation in the monitoring report, which was not in line with the PDD. The DOE is required to clarify how the DOE verified the monitoring of the net electricity delivered to the grid as per the approved monitoring plan.
