1. The DOE is requested to clarify how it verified that: 1) The application of IPCC default values for NCV and emission factor of natural gas and NCV of naphtha is in accordance with the monitoring methodology which requires the measurement of NCV of fuel used. 2) The emission reductions are calculated in accordance with the methodology for those days when the production was beyond the ±5% range of the name plate capacity, since the data for the days when the production is below 95% of the nominal output of BTX is included.
