Please indicate reasons for the request for review
1) The DOE is requested to explain how it verified the compliance of the monitoring plan with the applied methodology. In particular: (a) As per the applied methodology ACM0002, version 19.0, EGPJ,y refers to the quantity of net electricity generation that is produced and fed into the grid. However, in the project activity EGPJ,y refers to project plant/unit for captive purpose in year y. It is to be noted that for a Greenfield power plant, the baseline scenario is “electricity delivered to the grid by the project activity would have otherwise been generated by the operation of grid-connected power plants and by the addition of new generation sources”. The same is also clarified in clarification AM_CLA_0290. Therefore, the DOE shall: (i) substantiate and provide evidence that the electricity that was generated by the project activity during this monitoring period and used to calculate the emission reductions (i.e. 49,429 MWh) was supplied to the grid; (ii) provide the wheeling agreement for supply of power from the project to the grid to support the argument that the power generated from the project is wheeled through the electricity grid (section E.6.2 of the verification report); (iii) explain how reference #9 listed in verification report (Grid synchronization letter 22 MW Solar plant) supports the argument that the electricity from the project activity is supplied to the grid, noting that as per section E.6.2 of the verification report, in the 11 KV PCC the electricity from project activity is transmitted to the HZL mining complex, instead to the grid; (b) As per the TOOL05 ‐ Baseline, project and/or leakage emissions from electricity consumption and monitoring of electricity generation to which the methodology refers to for monitoring of parameter EGPJ,y the electricity generation (gross or net) shall be cross‐checked with records of electricity sale (e.g. sales receipt). However, such provision is not included in the monitoring plan and there is no information regarding any cross‐check with records of electricity sale. In responding to this, the DOE shall also explain how crosschecking the monthly electricity supplied by the project activity in the JMR against daily generation reports meets the requirement that the electricity generation (gross or net) shall be cross-checked with records of electricity sale. Please refer to paragraph 357 of VVS-PA, version 02.0.
