Capacity-building for the establishment of a Carbon Registry in Madagascar and preparation to COP 22

The members of the National Coordination Bureau on Climate Change of Madagascar (BNCCC) along with CDM project developers and negotiators of Madagascar have benefited from a three-day workshop on CDM, Monitoring, Reporting and Verification (MRV) and the Paris Agreement, organized by the Regional Collaboration Centre of Lome in partnership with the Institut de la Francophonie pour le Développement Durable (IFDD) and the Agrhymet Regional Centre of the Permanent Interstates Committee for Drought Control in the Sahel CILSS).

The members of the National Coordination Bureau on Climate Change of Madagascar (BNCCC) along with CDM project developers and negotiators of Madagascar have benefited from a three-day workshop on CDM, Monitoring, Reporting and Verification (MRV) and the Paris Agreement, organized by the Regional Collaboration Centre of Lome in partnership with the Institut de la Francophonie pour le Développement Durable (IFDD) and the Agrhymet Regional Centre of the Permanent Interstates Committee for Drought Control in the Sahel CILSS).

The workshop was organized in support to Madagascar’s efforts to establish a “Carbon Registry” that would keep track of all carbon-related activities being planned or on-going in the country, as stipulated in the decree establishing the CDM DNA Office of Madagascar.

The workshop provided participants with a better understanding on the CDM project cycle including the role of the different actors involved, the elaboration of Standardized Baselines in the sectors of waste and energy, the tools for estimation of carbon sinks and their monitoring, as well as elements for establishing a national MRV system.

The workshop also made a debriefing of the Paris Agreement, to serve as ground laying for the preparation of Madagascar in the implementation of the Paris Agreement. Participants also took the opportunity to take stock on their preparation to COP 22 and thereafter discuss and agree on Madagascar’s position for this year’s COP.

The workshop ended up with a concrete roadmap for the establishment of the “Carbon Registry” with concrete actions to be undertaken by Madagascar in collaboration with all its partners, including RCC Lome, IFDD and the Agrhymet Regional Centre.
