SECTION 3: COMMENTS SUPPORTING REVIEW REQUEST
Please elaborate the reason for requesting a review on the issues you indicated in section 2 above

1) Refer to paragraph: Please refer to paragraphs 27−30 of the PS-PA version 02.0, paragraph 24 of the VVS-PA version 02.0 and paragraph 7 of meeting report of EB 108.

As the new crediting period for the project activity starts on 30 June 2021, i.e. after the second commitment period:

(1) The project participant is requested to:

(i) Revise the project design document, applying as global warming potential (GWP) values the lowest value from the Intergovernmental Panel on Climate Change (IPCC) assessment reports for each greenhouse gas for a 100-year time horizon, in converting emission reductions estimated ex-ante to carbon dioxide equivalents; and

(ii) Acknowledge and accept the risk that it may not be possible for certified emission reductions (CERs) to be issued for the emission reductions achieved for a monitoring period starting on or after 1 January 2021.

(2)  The DOE is requested to revise the validation report by including a forward action request (FAR) that requires the PP to:

(i) Apply any GWP values that may be adopted by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) for the period starting on 1 January 2021 in their monitoring reports for any emission reductions achieved on or after 1 January 2021; and

(ii) Update the project design document in accordance with any requirements of the CMP guidance.

If the above conditions are fulfilled, the request will be analyzed but only be finalized after the CMP has provided guidance on the functioning of the CDM after the end of the second commitment period, including the matters identified by the Board in Annex 1 of the meeting report of EB108.
