Standardized baselines under the clean development mechanism
At CMP.5, it was requested the Subsidiary Body for Scientific and Technological Advice (SBSTA)
to recommend modalities and procedures for the development
of standardized baselines that are broadly applicable, while providing for a
high level of environmental integrity and taking into account specific national
circumstances, and to forward a draft decision on this matter to the Conference
of the Parties serving as the meeting of the Parties to the Kyoto Protocol
at its sixth session.

Parties, IGOs and admitted NGOs were invited to make submissions to the secretariat by 22 March 2010, on their views on this matter. The secretariat compiled these views into a miscellaneous document for consideration by the SBSTA at its 32nd session.

At SBSTA 32, Parties, intergovernmental organizations and admitted observer organizations were invited to
make submissions to the secretariat, by 16 August 2010, on options to address all relevant issues under this agenda item,
and that a technical report taking into account all submissions
received from Parties and relevant organizations be prepared by the secretariat.

At SBSTA 33 draft conclusions were proposed by the Chair and the SBSTA recommended that the annex contained in these conclusions to be incorporated into the draft decision on further guidance relating to the CDM to be considered by the CMP.
