SECTION 3: COMMENTS SUPPORTING REVIEW REQUEST | |

1) Refer to paragraph: AMS-II.G. ver. 10 paragraph 46, and Microscale additionality tool, version 9.0 paragraphs 12(a) and 12 (b)(i) along with footnote 15 The DOE (validation report page 63) has validated that the conditions to ensure that the included CPAs meet the small-scale or microscale thresholds and remain within those thresholds throughout the crediting period of the CPAs are not required because the CPAs will consist solely of units that qualify as “microscale CDM units” as defined in the “Microscale additionality tool”, version 9.0. However, the Tool (paragraph 12(a) and 12(b)(i) along with footnote 15) requires that energy efficiency units shall either be in an LDC/SIDS or SUZ of the host country or the penetration (i.e. the market saturation) of the proposed technology shall be equal to or less than 5 per cent of the technologies/measures (providing similar services) in the region in order for the distributed units to qualify as “microscale CDM units”. The CME is requested to demonstrate and the DOE is requested to substantiate how it has validated “microscale CDM units” by providing the market saturation of the proposed technology in order to meet the small-scale or microscale thresholds considering that the PoA is hosted in India. |
