SECTION 3: COMMENTS SUPPORTING REVIEW REQUEST
Please elaborate the reason for requesting a review on the issues you indicated in section 2 above

1) Refer to paragraph: Page 7 of AMS I.I version 4, paragraph 359(d) of VVS for PoA version 2

The applied methodology requires cross-checking the replaced baseline fuel (difference between FCBL,k,j and FCm,j) with estimated biogas generation.  The CME has conducted the crosscheck by assuming that biogas digesters with capacity of 6 m3, 8 m3 and 10 m3 would generate 320 m3, 385 m3, and 450 m3 of annual biogas respectively. However, the monitored parameters submitted in the emission reduction sheet indicates lower biogas generation and thus correspond to lower coal replacement. For example, it is observed that one digester in CPA-001 would generate 32 m3 biogas per year – estimated based on the monitored number of animals per household, monitored parameter MCFj,k, parameter VS, Days/per year, B0, MS%BL,j and UFb as reported in the emission reduction sheet. The DOE shall further substantiate how it has verified that it is appropriate to cross check the coal replacement (854.67kg per digester) with the biogas generation assumption of 320 m3, 385 m3, and 450 m3 per year respectively based on the digester capacity.
