Please elaborate the reason for requesting a review on the issues you indicated in section 2 above

1) Refer to paragraph: Paragraph 340, 341 and 342 of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2.0

The DOE is requested to substantiate how it has verified that the CPAs 0049 and 0052 have been implemented in accordance with the description in the latest versions of the included CPA-DDs, considering that the technology implemented for the community water purification systems includes handpumps with water filter, whereas the CPA-DDs for CPAs 0049 and 0052 provide the technical specifications of a pre-approved equipment manufactured by Aqua Sun (link http://s3.amazonaws.com/challengepost/zip_files/production/1457/zip_files/HADR_Proposal_OHanley.pdf?1313162779 available in eligibility criteria 3) that uses a combination of reverse osmosis and ultraviolet system which is portable.

 

2) Refer to paragraph: Paragraph 343 of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2.0

The DOE is requested to explain how it has verified that the monitoring plan is in accordance with the monitoring methodology considering that the requirement from paragraph 12 of AMS-I.E version 4.0,  which specifies that all appliances (or a representative sample thereof) have to be checked at least once every two years to ensure they were in operation or were replaced by another appliance with an equivalent service is not included in the monitoring plan.

 

3) Refer to paragraph: Paragraph 348 of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2.0

The monitoring plans of the valid versions of the CPA-DDs for CPAs 0049 and 0052 requires that the surveys to determine the average number of people in project participating households drinking purified water (Np,y) shall be conducted annually. However, two surveys were conducted during the monitoring period with an interval of more than one year - the first survey between 05/08/2014 and 20/09/2014 and the second survey between 07/01/2016 and 17/02/2016. The DOE is requested to explain how it has verified that the frequency of the survey conducted is in line with the frequency stipulated in the monitoring plan of the CPA-DDs.

 

4) Refer to paragraph: (i) Paragraph 348 of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2; (ii) Paragraph 12 of the "Standard: Sampling and surveys for CDM project activities and programmes of activities", version 4.0 and (iii) Paragraph 360(a) of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2

A sample size of 85 households was determined by the CME for the survey conducted between 07/01/2016 and 17/02/2016, without indicating the relevant assumptions (e.g. expected mean and expected standard deviation). The CME explained, in page 52 of the monitoring report, that the minimum sample size required to achieve a 95/5 confidence and precision levels based on the results of this survey was equal to 594.2 households. The CME also applied a value of 4 occupants per household in order to determine emission reductions since the minimum sample size to comply with a 95/5 confidence/precision levels was not achieved.  The DOE is requested to further substantiate:

 

(i) How it verified that surveying a sample size of 85 households, which is below the required calculated minimum sample size of 594.2, is in compliance with the paragraph 12 of the "Standard: Sampling and surveys for CDM project activities and programmes of activities", version 4.0

(ii) How it has verified the assumptions used to determine the minimum sample size, the DOE shall submit the sample size calculation used by the CME;

(iii) The basis for accepting the value of 4 occupants per household, including the sources verified to justify the conservativeness of the value.

 

5) Refer to paragraph: (i) Paragraph 23(a) of the General guidelines for SSC CDM methodologies, version 20.0, (ii) Footnote 5 of version 4.0 of AMS-I.E, and (iii) Paragraph 359 (c), (d) and (e) of the Validation and Verification Standard for Programmes of Activities (VVS-PoA), version 2.0

The CPAs applies a value of 10 tons of woody biomass per ton of charcoal for the parameter CCF, which is used to convert the amount of charcoal into the amount of woody biomass consumed in the baseline. This value was sourced from the report “Protecting and restoring forest carbon in tropical Africa: A guide for donors and funders" (prepared by the Forests Philanthropy Action Network - FPAN) and this report makes reference to the policy note "Environmental Crisis or Sustainable Development Opportunity? Transforming the Charcoal Sector in Tanzania", prepared by the World Bank (2009). As indicated by footnote 4 of the policy note, this conversion factor is used to conservatively estimate the area required to produce charcoal. Applying the value of 10 tons of biomass per ton of charcoal results in an average consumption of woody biomass only for boiling water in the baseline of 1.15 tons of biomass/person/year in Malawi and 2.3 tons of biomass/person/year in Nigeria - for sake of comparison, the report "Energy Services for the Millennium Development Goals" (prepared by the World Bank and by UNDP as part of the UN Millenium Project) states that the need for energy per capita for cooking is primarily met by burning roughly half tonne per person per year of firewood in open fires. The DOE is requested to clarify:

(i) The correctness and conservativeness of the application of the value of CCF for the CPAs 7359-0049 and 7359-0052, in the context of the requirement in paragraph 23(a) of General guidelines for SSC CDM methodologies (ver 22.1), also considering that the “Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories: Reference Manual" states that typical wood to charcoal conversion factors in many developing countries would range from 2.5 to 3.5 and rarely beyond this; and

(ii) How it has verified that the charcoal was produced only using non-renewable biomass, as required by footnote 5 of AMS-I.E version 4.
