SECTION 3: COMMENTS SUPPORTING REVIEW REQUEST
Please elaborate the reason for requesting a review on the issues you indicated in section 2 above
1) Refer to paragraph: paragraph 39 of ACM0001 version 19, paragraph 115 and paragraph 119(c) of VVS for PoA version 2. Paragraph 39 of ACM0001 version 19 requires considering regulatory or contractual requirements, to address safety and odour concerns, or for other reasons (collectively referred to as requirement) to identify applicable methodology cases and then determine baseline parameter FCH4,BL,y. However, six generic CPAs which involve new LFG capture system (i.e. generic CPA #1, #3, #5, #7, #9 and #11) conclude the CPAs as under case 1 exclusively based on only regulatory requirement in order to determine parameter FCH4,BL,y (fixed as zero). The DOE shall substantiate: (a) How it has validated the correct application of this requirement as it has not considered any contractual requirements, to address safety and odour concerns or other reason when determining the applicable case in order to determine parameter FCH4,BL,y. (b) How to ensure that there are no contractual requirements, to address safety and odour concerns, or for other reasons in specific CPAs to be included under these generic CPAs at the time of CPA inclusion. |
