1) Refer to paragraph: paragraph 340 of VVS-PoA The PoA-DD (page 4) and CPA-DD (page 2) states that the biodigesters will provide biogas to meet the thermal energy needs of households which have at least 2 heads of cattle. Furthermore, the PoA-DD also states that in order to operate a domestic biodigester to produce biogas for cooking, a minimum of two heads of cattle is needed (page 21). However, from the worksheet "MPIV survey data" of the ER spreadsheet it was observed that there are households which only have less than 2 heads of cattle. Furthermore, this worksheet also shows that some households still consumed wood or charcoal, or indicated that the biogas was not sufficient. The DOE argued that there is no requirement to maintain having at least 2 cattle after installation, and households have a strong incentive to maintain at least 2 head of cattle in order to have enough manure for cooking and bio-slurry as organic fertilizer. The DOE added that in practice, the programme observes that periods with less animals are temporary, and that it may happen that additional fuel is used because of newborn children, additional family members, specific traditional dishes/food being cooking and festivities and in those cases the households have to resort to use wood or other woody biomass as fuel. The DOE is requested to substantiate: (a) How the CPA has been implemented as per the PoA-DD and CPA-DD as the PoA-DD and/or CPA-DD states that the biodigesters will provide biogas to meet the thermal energy needs of households which have at least 2 heads of cattle, and that in order to operate a domestic biodigester to produce biogas for cooking, a minimum of two heads of cattle is needed. The biodigesters in households which have less than 2 heads of cattle may not meet the thermal energy needs of these households; (b) How the DOE concluded that the programme observes that periods with less animals are temporary without providing information of how temporary the periods were or evidences to support such conclusion. (c) How the DOE concluded that it may happen that additional fuel is used because of newborn children, additional family members, specific traditional dishes/food being cooking and festivities without providing evidences to support such conclusion. In doing so, the DOE shall also demonstrate that the biodigesters of these households provided the same level of thermal energy needs as in the baseline scenario. |
