1) Refer to paragraph: VVS for PoA, paragraph 259(c) The parameter fraction of non-renewable biomass (fNRB) for the CPAs included in the issuance request was calculated as per the “TOOL30 : Calculation of the fraction of non-renewable biomass”, as indicated in the validation report of inclusion of CPAs. The variable H (total annual consumption of wood in the absence of the project activity), needed to calculate the fNRB, is determined based on equation 4 of the TOOL30 through the parameters HWregion (average household wood fuel consumption, including fuelwood and charcoal in the country or region), Nregion (number of households consuming wood fuel for thermal applications within the country/region) and TIregion (non-domestic woody biomass consumed for energy applications and for non-energy applications). The DOE is requested to explain how it verified the calculation of parameter H, in particular:
a) how it has verified the appropriateness of multiplying the parameter HWregion, sourced from the ASB0035 (“Baseline woody biomass consumption for household cookstoves in Kenya”) by the entire rural or urban population of Kenya instead of only the fraction of population that consume woodfuel, given that the values standardized by ASB0035 are expressed as per person based on woodfuel users;
b) how it confirms that the parameter TIregion, which was sourced from Table 25 of the FAO report "Global Forest Resources Assessment 2015 - Desk Reference", only includes non-domestic woody biomass consumption.
