1) Refer to paragraph: paragraph 381 of VVS-PoA

The DOE is requested to explain how it concluded the information that is transferred in the current version of the PoA-DD is materially the same as that in the registered PoA-DD, considering that sections H.3 and H.4 of the PoA-DD indicate the technology as only run-of-river hydro power plants whereas the registered PoA-DD also includes hydro power plants with reservoir.

 

2) Refer to paragraph: paragraphs 378 and 137 of VVS-PoA

As per section C of the PoA-DD, for small scale CPAs, the additionality of the CPAs is to be demonstrated using barrier analysis following the methodological tool 21: “Demonstration of additionality of small-scale project activities”, version 13.1. The DOE is requested to substantiate how the PoA-DD and its eligibility criterion section on additionality are sufficiently objective and comprehensive as: (i) the PoA-DD has not explained how the CPAs would not have occurred anyway due to any the barriers listed in section C of the PoA-DD as required by paragraph 10 of methodological tool 21; (ii) the eligibility criterion on additionality has not set out required conditions for a proposed CPA to be included in the PoA to demonstrate such barriers as required by paragraph 123 of PS-PoA.
