Call for input on the "Tool to calculate baseline, project and leakage emissions from the use of refrigerants" (7 April to 21 April 2017, 24:00 GMT)

The Methodologies Panel (MP) and Small-Scale Working Group (SSC WG) were jointly seeking inputs on the draft “Tool to calculate baseline, project and leakage emissions from the use of refrigerants”, as contained in MP 72 Annex 4

The Board requested the MP and SSC WG to analyse the requirements in methodologies with regard to consideration of baseline and/or project emissions from refrigerants and to propose any revisions, at its eighty-fifth meeting (EB 85 report, para. 39). The MP and the SSC WG (at MP 70 and SSC WG 51) jointly considered the analysis related to the requirements in methodologies, with regard to the baseline and/or project emissions from refrigerants used in refrigeration and air conditioning equipment.

The MP and SSC WG asked to receive inputs from the public on the draft tool including but was not limited to the following issues:

  1. Approaches to account incremental emissions from refrigerants that are not included in Annex A of the Kyoto Protocol;

  2. Appropriate IPCC default values to use for physical leakage of refrigerants under the baseline, project and leakage emissions (currently lower bound of IPCC default values are proposed for baseline and project emissions).

Stakeholders were invited to provide their inputs on the draft methodological tool in the commenting table found here.

The call for inputs from stakeholders was open from 7 April to 21 April 2017, (24:00 GMT).

The public inputs will be taken into account when preparing the final draft tool to be recommended to the Board at a future meeting.
