Implementation of new CDM registration and issuance procedures

The Executive Board (EB) of the clean development mechanism (CDM), at its 54th meeting, adopted revised procedures for the registration of CDM projects and the issuance of certified emission reductions. This note is intended to explain how the procedures will be implemented in the coming weeks..

Key points for project participants and designated operational entities (DOEs) regarding implementation of the revised registration and issuance procedures and efforts to address backlogs:

  • All cases placed under review at EB53 and EB54 will be considered by the Executive Board at EB55.
  • All corrected documentation submitted in response to a previous request for review or review and any cases considered unsatisfactory by the EB Chair will be considered by the Board at EB55.
  • Because the EB is in the process of developing and considering new procedures for review, any requests for registration and issuance that have received requests for review will not be processed before EB55.
  • The processing of these cases will be conducted in accordance with any procedures adopted by the Board at EB55, with the aim of completing consideration of these cases by EB56.
  • The above measures will allow the secretariat to focus on the processing of new submissions, including those submitted and not yet processed, in accordance with the revised registration and issuance procedures.
  • In the short term, the secretariat will also focus on the processing of new submissions, including those submitted and not yet processed, in accordance with the revised registration and issuance procedures. The secretariat will also make necessary internal adjustments, including modifications to workflows supported by information technology, for the implementation of the new procedures.
  • On June 21 the secretariat will commence the scheduling of all pending submissions and process these in accordance with the newly adopted procedures.

    Key benefits of the new procedures:

  • Enhanced clarity and predictability on timelines.
  • Submissions with a minor error will no longer take time away from the Board, and time away from consideration of higher quality submissions.
  • Lists containing requirements to be checked during the completeness check and information and reporting check are maintained on the CDM website.
  • Information on typical errors, based on these check lists, will be fed back to project participants/DOEs, which could contribute to the improvement of subsequent submissions, and thus a smoother running process.
  • The time from publishing of a request for registration (post 30-day completeness/quality check) has been cut by half, to 28 days (for projects that proceed to automatic registration).
